Newcastle have been linked with West Ham talisman Declan Rice, however, it looks like the England midfielder could be on his way to Arsenal after guiding the Hammers to Europa Conference League success.
Howe is said to have drawn up a five-man shortlist from sides relegated from the Premier League last season.
Leicester's James Maddison and Harvey Barnes, Tyler Adams of Leeds and Southampton's Romeo Lavia and Kyle Walker-Peters are all being considered.
Arsenal's Kieran Tierney is also of interest, however, the Toon could face competition from Aston Villa for the left-back.
In terms of exits, cult hero Allan Saint-Maximin has been linked with a move away from St James' Park.
